Chinese state-owned enterprises have a special appraisal system. You have to write your own appraisals including your core competence and achievements, weak points and goals for next year. The self evaluation will help supervisors evaluate the employee, develop strategies for improving weak areas, and set attainable goals for the next appraisal period. Some employees may have trouble expressing themselves clearly and concisely. More often than not, you can see employees’ self-aggrandizement that exceeds their true performance. Their main activities are not elaborated in the self-evaluation summery. They never mention how they are too chatty for the workplace by sharing too many personal or off-the-point details, and even omit their consistent excuses for routine late arrivals or early departures.
To help employees for self appraisal, at the beginning of a new year, the immediate supervisor will provide a performance evaluation framework for the specific employee, clarify the job purpose and priorities where necessary, specify the points of interest and action, list the objectives to achieve in a year (or the period covered by this appraisal) with the measures or standards agreed – against each comment on achievement or otherwise, with reasons where appropriate. However, established fair and transparent performance evaluation criteria are not always in place.
After the self appraisal, the immediate supervisor is responsible for conducting performance appraisals for all employees under his/her supervision. Sometimes, peer reviews are also required. Performance evaluation, which is considered to be one of the most difficult and uncomfortable tasks of supervisors, is a valuable management tool to assist in making personnel decisions including, but not limited to, training needs, merit pay adjustments, transfers, promotions, and career development.
